The Minister specified that the ministry is also preparing a decree governing the use of electronic social transfers to address difficulties related to the electronic billing system. Issam Lahmar added that the ministry plans to create a dedicated fund for people with disabilities, which will be the main source of a specific allowance for holders of the disability card.

This measure aims to correct a gap in the current legislation, which does not take into account the number of people with disabilities within the same family. The Labes card will thus strengthen social inclusion and simplify access to social benefits for vulnerable populations, while modernizing the aid distribution system.
