The national program "CAP EMPLOIS", under the Ministry of Employment and Vocational Training, has introduced a new financing line aimed at supporting business competitiveness, encouraging private initiative, and promoting job creation.

Key Features of the Program

  • The program offers credits of up to 200,000 dinars, combining honor loans and bank financing, as well as targeted support for project owners and entrepreneurs.
  • The program addresses three main profiles: individuals seeking to create a project, those planning to expand an existing activity, and project owners in need of working capital.
  • The program is based on a hybrid system combining honor loans funded by the African Development Bank (BAD) and credits granted by the Tunisian Solidarity Bank (BTS).

Financing Conditions

  • Honor loans are interest-free and require no guarantees.
  • BTS credits are subject to a 10% interest rate.
  • Repayment conditions vary depending on the type of financing:
    • 12 years with a 7-year grace period for loans related to project creation or expansion.
    • 5 years with a 3-year grace period for working capital loans.

Eligibility Criteria and Selection Process

  • To be eligible, candidates must:
    • Be Tunisian nationals.
    • Be at least 20 years old.
    • Be registered with a local employment office.
    • Hold a university degree, vocational training, or proof of professional competence.
  • The program excludes individuals with a negative credit history. Candidates are encouraged to regularize their credit situation before applying.
  • Project selection is based on several criteria, including:
    • The quality and clarity of the business plan.
    • The project's profitability.
    • Its ability to generate employment.
    • The consistency between the project owner's profile and the proposed activity.

Special Support for Women Entrepreneurs

  • Women project owners will receive a subsidy under the AFAWA initiative (Affirmative Finance Action for Women in Africa).
  • The subsidy represents 2% of the project's cost and covers approximately 50% of the costs related to preparing the application dossier.
