The state budget revenue for the 2025 fiscal year is expected to experience a 4.4% increase compared to the previous year, reaching 49,090 million dinars (MD), down from the initial forecast of 50,028 MD.
Key Factors Contributing to the Increase
According to the Ministry of Finance, this growth is primarily attributed to the anticipated 6.6% increase in tax revenue, estimated at 44,523 MD, compared to the preliminary forecast of 45,249 MD. This adjustment is due to the evolution of direct and indirect taxes, as outlined in the 2026 finance law project.
Projections for 2026
For the 2026 fiscal year, budget revenue is expected to reach 52,560 MD, representing a 7.1% increase (or 3,470 MD) compared to the 2025 estimates.
Breakdown of Revenue Sources for 2026
The state's own resources are expected to account for 66% of the total revenue for 2026. This revenue will be distributed as follows:
- Tax revenue: 47,773 MD (90.9% of the total)
- Non-tax revenue: 4,437 MD (8.4%)
- Estimated donations: 350 MD (0.7%)
Non-Tax Revenue for 2025
For 2025, non-tax revenue is expected to reach 4,217 MD, compared to 4,632 MD recorded in 2024, representing a slight decrease of 15 MD.
Budget Deficit for 2025
Considering the projected execution of resources and expenses, the 2025 budget deficit, excluding donations and confiscation revenue, is expected to be 9,641 MD, down from the 10,150 MD initially forecast in the 2025 finance law.
Overall State Budget for 2025
The overall state budget for 2025 is expected to reach 76,632 MD, down from the initial forecast of 78,231 MD. This will be financed by 49,090 MD in own resources, as well as 27,542 MD from debt and net treasury.
