Tunisian Order of Engineers Makes Minimum Pricing Mandatory for Engineering Services

Published: Tuesday, 24 February 2026

The Order of Tunisian Engineers has issued a binding directive that obliges all engineering consultants and technical design offices to respect a minimum fee schedule for their services. The decree targets firms operating in the fields of structures, roadworks, various networks, fluid systems, and electricity, and applies to all public‑works and building studies not covered by Decree No 71 of 1978.

Key Points of the New Fee Schedule

Service Category Minimum Compensation Calculation Basis
Technical Lots 3 % of the total project cost per technical lot Directly linked to the overall contract value
Flat‑Rate Component 400 – 1 500 TND (excluding VAT) Determined by the project’s surface area or its provisional budget
Monitoring & Expertise Missions 400 TND per working day Can be prorated for partial‑day interventions
Travel Expenses Minimum 0.5 TND per kilometre Applies to all mileage incurred

Note: “TND” stands for Tunisian dinar.

Enforcement and Penalties

The professional body stresses that any breach of these provisions constitutes a serious violation of professional duties. Offenders will face automatic referral to the disciplinary council, which may impose sanctions ranging from fines to suspension of professional licences.

Rationale

The Order aims to:

  • Safeguard the quality of engineering services in Tunisia.
  • Protect the national economy from the distortions caused by unfair competition.
  • Uphold the dignity of the engineering profession.
