Central Bank of Tunisia (BCT) Issues New Regulations for Foreign Study Expenses

The Central Bank of Tunisia (BCT) has published circular n°2025-10, establishing new provisions for fund transfers related to foreign study enrollment fees and expenses.

Key Provisions

According to the circular, transfers for enrollment and study fees are authorized up to the amount stated on the invoice or equivalent document issued by the foreign educational institution in the name of the student or pupil concerned.

Allowances for Living Expenses

The BCT also specifies that:

  • Expenses for settling abroad are covered by a maximum annual allowance of 6,000 dinars.
  • Living expenses are capped at 4,000 dinars per month during the academic or school year.

Special Considerations for Scholarship Recipients

However, scholarship recipients will only be able to receive the living expense allowance up to the difference between the cap set by the circular and the amount of the scholarship already awarded.
