New Financial Penalty Scale to Combat Infractions on Public Roads

The Ministry of Equipment has announced the implementation of a new scale of financial penalties to combat infractions committed on public roads, including illegal occupations, wild dumping, and the installation of unauthorized speed bumps.

According to Ali Ben Mohamed, Director of Road Operation and Maintenance, these sanctions aim to protect the safety of users and put an end to the anarchic exploitation of roads and sidewalks. The official reminded that the public road domain includes the road, sidewalks, shoulders, hydraulic structures, and road equipment, exclusively reserved for public circulation.

"The government decree No. 59, which recently came into effect, sets 19 types of offenses with fines varying according to the severity of the offense," he explained during his appearance on Express FM on Monday, October 20, 2025. "Thus, dumping construction debris or waste on public roads, or installing unauthorized speed bumps, is punishable by a fine of 1,100 dinars, doubled in case of recurrence or non-payment within a month. The installation of illegal kiosks will also be sanctioned, with the offender also assuming the demolition costs."

Merchants, restaurateurs, and café owners who occupy sidewalks without authorization will be subject to a fine of 330 dinars, while abandoning vehicles or carcasses on public roads is punishable by 550 dinars. The ministry specified that control and awareness campaigns will be launched soon to ensure compliance with regulations and preserve road safety.

"The goal is not to sanction, but to deter and raise awareness," Ali Ben Mohamed emphasized, highlighting that these measures are part of a global approach to preserving the public domain and ensuring citizen safety.
