Germany's Embassy in Tunisia Announces the Successful Completion of the "REMO" Project

Project Overview

The German Embassy in Tunisia has announced the successful completion of the "Renforcement de la gouvernance locale et modernisation des services locaux en Tunisie" (REMO) project, a four-year strategic bilateral cooperation program between Tunisia and Germany (May 1, 2022 - April 30, 2026).

Key Achievements

According to a press release published on the embassy's official website, the REMO project has contributed to the modernization of public services, making them more transparent and accessible to over two million people. The project's achievements are a testament to the successful collaboration between the German International Cooperation Agency (GIZ) and the Tunisian Ministry of the Interior.

Project Objectives

The REMO project aimed to modernize the Tunisian administration, increase citizen engagement, and promote transparency and good governance. The project focused on the following key objectives:

  • Modernize public services and transform traditional services into digital, fast, and citizen-centric services that ensure dignity and reduce waiting times.
  • Support decentralization and local governance by strengthening the capacity of municipalities and local institutions to manage their affairs and develop their regions sustainably.
  • Enhance transparency and control through the development of digital mechanisms and systems, which are essential for the structures of control (such as the Court of Auditors) to monitor public finances and improve the quality of reception and communication.

Key Outcomes

The REMO project has achieved several notable outcomes, including:

  • The creation of 19 "Maisons de services numériques" (Digital Service Hubs) in municipalities, which provide digital administrative services (MSA).
  • The establishment of 3 new Citizen Spaces and the development of 4 major digital solutions, such as the municipal revenue management system "GRB 2.0", the digital platform of the MSA, the "Tabbaâ" (Follow-up) platform, and the "Tathmine" (Valorization) application for the Court of Auditors.
  • The awarding of the "Marhaba" quality label to 10 local tax offices in recognition of their user-centric services.
  • The establishment of a listening system within the Ministry of Finance through the creation of a call center and the accompaniment of 10 municipalities in their urban development projects (parks, waste management, sports).

Conclusion

The successful completion of the REMO project marks a significant milestone in the modernization of public services in Tunisia. The project's achievements demonstrate the importance of strategic cooperation between countries and the potential of digital solutions to improve governance, transparency, and citizen engagement.
