Primary Energy Balance Shows a Deficit of 5.3 Mtep

As of the end of October 2025, the primary energy balance has recorded a deficit of 5.3 Mtep, representing a 16% increase compared to the end of October 2024, including the transit fee, according to the report on "Economic Outlook (October 2025)" published by the National Observatory of Energy and Mines.

Energy Independence Rate Decreases

The energy independence rate, which represents the ratio of primary energy resources to primary consumption, has decreased to 35% as of the end of October 2025, compared to 41% at the end of October 2024. Without including the transit fee, the energy independence rate would be limited to 27% as of the end of October 2025, compared to 31% during the same period in 2024.

Primary Energy Resources Decrease

Primary energy resources stood at 2.9 Mtep as of the end of October 2025, recording a 9% decrease compared to the same period in the previous year. This decline is mainly due to the decrease in national production of crude oil and natural gas. Primary energy resources remain dominated by national production of oil and gas, which together account for 70% of total primary energy resources.

Renewable Energy Share Remains Low

The share of renewable electricity (STEG and private production, and self-production) remains modest, accounting for only 3% of primary resources. It is worth noting that the transit fee for Algerian gas recorded a 12% decrease as of the end of October 2025 compared to the end of October 2024.

Primary Energy Demand Increases

Primary energy demand recorded a 6% increase between the end of October 2025 and the end of October 2024. Natural gas demand increased by 8%, petroleum products demand recorded a 3% increase, and renewable energy production increased by 12%.

Change in Primary Energy Demand Structure

The structure of primary energy demand has recorded a slight change. The share of petroleum products demand decreased from 49% at the end of October 2024 to 48% during the same period in 2025. On the other hand, the share of natural gas demand increased from 50% at the end of October 2024 to 51% at the end of October 2025.
