Participation of Tunisia in the 11th Session of the UN Alliance of Civilizations International Forum
As part of his participation in the 11th session of the UN Alliance of Civilizations International Forum, held in Riyadh on December 14 and 15, 2025, Mohamed Ali Nafti, Minister of Foreign Affairs, Migration, and Tunisians Abroad, delivered Tunisia's speech during the general debate on December 14, 2025.
Introduction
The Minister highlighted at the beginning of his intervention that the holding of the Forum under the theme "Alliance of Civilizations: Two Decades of Dialogue at the Service of Humanity - Promoting a New Era of Mutual Respect and Understanding in a Multipolar World" constitutes a pivotal stage allowing for the evaluation of the Alliance's journey over twenty years and the examination of prospects for strengthening its role in light of accelerated global changes. These transformations call for greater openness to new approaches capable of addressing the sources of polarization and deepening mutual understanding between peoples, particularly in a context marked by the rise of fear-based discourse and identity withdrawal, as well as the intensification of cultural and identity-related crises.
International Context
He also recalled what was affirmed during the international colloquium hosted by Tunisia on November 17, on the theme "Activating the Role of the UN Alliance of Civilizations in Supporting International Peace and Security," namely that current challenges cannot be dissociated from the cultural and intellectual contexts in which collective representations are forged, and that overcoming international fragility requires the rehabilitation of human solidarity values and the protection of the multilateral action system against all forms of double standards and selectivity.
Tunisia's Vision
In this context, the Minister presented the vision expressed by His Excellency the President of the Republic, according to which the current phase requires moving from a simple "alliance between civilizations" to an "alliance for humanity," placing human dignity and human rights at the top of priorities and making the human being the heart of public policies. An alliance that consecrates the universal values on which the UN Charter and the Universal Declaration of Human Rights are based, which strengthens equality between peoples, brings them closer together, and guarantees their right to development, freedom, and sovereignty.
The Palestinian Question
He also emphasized that the Alliance's approach to intercultural dialogue cannot be complete without addressing the Palestinian issue, considered the deepest wound in the international justice system. He affirmed that the persistent violations in the occupied Palestinian territories and the humanitarian suffering inflicted on civilians require a clear international position, re-establishing the primacy of international humanitarian law and ensuring the Palestinian people's exercise of their inalienable rights, foremost among which is the creation of their independent state on their entire territory, with Al-Quds Al-Sharif as its capital.
Opportunities and Challenges
The Minister indicated that the Alliance has a historic opportunity today to rebuild communication channels between peoples, develop new tools for cultural dialogue, and strengthen the role of young people and women, as a force capable of overcoming the legacies of the past and building new conceptions of international relations. He also insisted on the importance of integrating the digital dimension into the Alliance's efforts, given the direct impact of the digital environment on the formation of public opinion, whether through the promotion of tolerance values or, on the contrary, the spread of hate speech and disinformation. He stressed the need to develop new mechanisms to secure the digital space and strengthen civilizational interaction within it.

The Minister concluded his speech by reaffirming Tunisia's commitment to supporting the Alliance's process and working with all international partners to anchor a more just and balanced world order, based on respect for cultural diversity, promotion of dialogue, and contribution to the preservation of international peace and security.

The final communiqué of the UN Alliance of Civilizations Forum, adopted by consensus, also welcomed the international colloquium hosted by Tunisia on November 17, 2025, on the theme "Activating the UN Alliance of Civilizations in Supporting International Peace and Security."
