Tunisia Aims to Digitize 80% of Administrative Services by 2030

Tunisia plans to digitize 80% of its administrative services by 2030, a strategic orientation aimed at combating corruption and improving the business climate. This was announced by Sofiene Hemissi, Minister of Communication Technologies, during a special session titled "The Administration of an Agile Economy," held on Thursday evening as part of the 39th edition of the Enterprise Days.

Digitalization: A Priority Axis

Hemissi emphasized that digitalization is a priority axis of the 2026-2030 five-year plan, which places artificial intelligence, digital transformation, and horizontal coordination between administrations at the heart of the reform. He also specified that the revision of the Public Procurement Code will offer more opportunities to start-ups, allowing them to participate in public tenders in a more open and innovative framework.

Adoption of Digital Exchanges

According to the minister, the 24 ministries will gradually adopt digital exchanges within two years. A unified mobile application for administrative services will be set up to facilitate access to essential documents such as the national identity card, passport, vehicle sticker, or tax return using a unique identification number. He stressed the need to train specialized human resources to support this transition.

Clarification on the Subcontracting Law

Regarding the misunderstandings related to the subcontracting law, Hemissi recalled that it protects the punctual work of service companies while putting an end to the precariousness maintained by certain shell companies employing workers outside the legal framework and with unequal salaries.

Digitalization of Customs Procedures

Mohamed Hedi Safer, Director General of Customs, stated that the digitalization of customs procedures is ongoing to simplify procedures and guarantee a single interlocutor for companies during import and export operations. He emphasized the importance of the "national economic operator" mechanism, aimed at unifying procedures, reducing delays, and improving access to international markets for Tunisian products.

Risk Management System

Safer specified that this mechanism will be accompanied by a risk management system targeting companies that do not respect their customs obligations. He assured that all customs personnel are fully committed to this digital transition, stressing that the opening up to digital solutions proposed by start-ups requires a modernization of legislative texts.

Objective: 30% Digitization by 2026

The Director General expressed the objective of achieving 30% digitization of customs procedures by the end of 2026, with a gradual implementation of the different aspects of the project and a significant reduction in delays in ports.
