National Register of Community Companies: A New Digital Platform Launched

A new digital platform dedicated to the creation and management of community companies, the National Register of Community Companies, was officially launched on Monday during a ceremony held at the headquarters of the Ministry of Employment and Vocational Training. The event took place in the presence of the Minister of Employment and Vocational Training, Riadh Chaouad, the Minister of Communication Technologies, Sofiane Hemissi, and the Secretary of State in charge of Community Companies, Hasna Jiballah. Accessible at https://alahlia.tn, the National Register of Community Companies is now operational. It allows citizens who wish to launch a community company to simplify administrative procedures and reduce registration deadlines. The platform offers a complete digital journey including:

  • The different stages and procedures for registration
  • A documentary space for downloadable legal references and publications
  • The possibility of saving personal data securely
  • Online tracking of responses from the Ministry of Employment and Vocational Training

The Secretary of State, Hasna Jiballah, emphasized that the launch of this digital register is a key step in facilitating the monitoring of promoters' files and improving coordination between the various concerned structures. She added that the platform provides an exhaustive database on community companies, making it a strategic tool for transparency and communication between citizens, young entrepreneurs, and public institutions.

A Strategic Tool for Transparency and Communication

The Minister of Communication Technologies, Sofiane Hemissi, indicated that this project is part of the national strategy to bring public services closer to citizens and modernize the administration, thanks to the interoperability of digital systems. The Minister of Employment, Riadh Chaouad, recalled that the management of community company files now falls under his department, under Decree-Law No. 3 of 2025, amending Decree-Law No. 15 of 2022 relating to community companies. He specified that this new text reduces the minimum number of participants required to create a community company, as well as the starting capital, while establishing the national register to ensure better governance of the sector. Chaouad stated that this reform reflects a new vision of development in Tunisia, based on the valorization of local resources and the promotion of the social and solidarity economy.

Key Figures

To date, Tunisia has 230 community companies, grouping 15,000 participants, including 2,400 higher education graduates. Among them, 60 active companies in various economic sectors have already started their activities, creating 380 new jobs. The number of community companies that have received a financing opinion is 88, testifying to the significant progress made by this new economic model. Riadh Chaouad concluded by reaffirming the role of the State in promoting economic and social integration, estimating that community companies constitute an effective mechanism for creating wealth and strengthening local sustainable development.
