Revision of Public Procurement System: A Priority for the Government

The Head of Government, Ms. Sarra Zaafrani Zenzri, chaired a ministerial council on Saturday, November 22, 2025, at the Government Palace in the Kasbah, dedicated to revising the public procurement system. At the beginning of the session, Ms. Zaafrani Zenzri recalled that the revision of the public procurement system is one of the government's priorities and constitutes one of the most important legislative reforms underway. The goal is to stimulate investment and increase economic growth.

The Head of Government emphasized the need to strengthen the governance of public procurement through a radical revision of the decree related to its organization. This reform aims to ensure:

  • Respect for the principles of competition and freedom to participate in calls for tenders

A New Approach to Public Procurement

Ms. Zaafrani Zenzri explained that the implementation of public procurement system reforms aims to simplify procedures and stimulate public projects, particularly in promising sectors and strategic areas with high added value. The objective is to promote balanced and global development, boost employment, and strengthen local and foreign investment.

Overcoming the Limitations of the Old System

The acceleration of the revision of the public procurement system has become imperative to overcome the limitations of the old system, characterized by lengthy procedures that have hindered the progress of many public projects. This reform must accompany the construction and development phase, meet the population's expectations, and accelerate the realization of public projects to achieve the desired economic growth rate.

Public Procurement: A Key Instrument of Economic Policy

Ms. Zaafrani Zenzri recalled that public procurement is one of the main instruments for implementing the state's economic and social policy, contributing to:

A New Decree to Modernize Public Procurement

The draft decree was prepared after an in-depth evaluation of the old system, based on the problems encountered during the awarding and execution of public contracts, as well as the shortcomings of Decree No. 1039 of March 13, 2014, related to the organization of public procurement. This approach aims to ensure more effective execution of public contracts and strengthen the social and economic role of the state.

After the exchanges and discussions, the Head of Government concluded the council by affirming that all observations and remarks raised would be taken into consideration. She added that the preparation of the new draft decree related to the organization of public procurement would be accelerated within the framework of a modernized approach and would be submitted to a future session of the Council of Ministers for examination and adoption.
