2026 Budget Law Project (PLF 2026): Key Figures and Projections

The 2026 Budget Law Project (PLF 2026) sets budget expenditures at 63.575 billion dinars, compared to estimated budget resources of 52.560 billion dinars, of which 47.773 billion dinars will come from tax revenues, representing 82% of the total.

Budget Deficit and Treasury Resources

The budget deficit is expected to reach 11.015 billion dinars, according to the document recently published by the Ministry of Finance. Treasury resources, on the other hand, are expected to amount to 27 billion dinars during the 2026 fiscal year. These resources will primarily be used to finance the state budget deficit (11 billion dinars) and repay domestic debt services (7.932 billion dinars) and foreign debt services (7.917 billion dinars).

Financing and Debt Repayment

These resources will be mobilized mainly through domestic borrowing of 19 billion dinars and estimated foreign borrowing of 6.8 billion dinars. Article 12 of the budget law project also authorizes the Central Bank of Tunisia (BCT) to provide financing facilities to the Tunisian Treasury of 11 billion dinars, repayable without interest over 15 years, including 3 years of grace.

Public Sector Support

Finally, the budget allocated to support the public sector (ministries and public enterprises), which has approximately 687,000 employees, is estimated at 1.585 billion dinars.
