Jalel Meziou, Vice-President of the National Syndicate Chamber of Real Estate Promoters in Tunisia, has described the "Kiraâ Moumallak" initiative announced by President Kais Saied as a positive step towards enabling vulnerable categories to access decent housing. During his appearance on Express FM on Thursday, October 23, 2025, Meziou highlighted the lack of precise data on the implementation mechanisms and funding sources for this initiative. He emphasized that the project's success requires a clear financial and legislative vision, while recommending that the state open up to private real estate promoters to ensure the effectiveness and speed of implementation. The official also recalled a previous proposal by the Chamber, which aims to allow every young Tunisian to obtain a reduced-rate mortgage of 3%, up to 500,000 dinars, to acquire a housing unit of their choice. According to him, the difference between this rate and the current bank rate (10-12%) could be covered by the Housing Fund, making the model more equitable and realistic, and facilitating access to property for young people and the middle class without excessive financial burdens. This initiative is part of a broader context of seeking concrete solutions to improve access to housing in Tunisia, particularly for young people and families with modest incomes.
