Digital Platform for Disability Card Allocation to be Generalized by 2026
Najet Riahi, Director of Prevention, Rehabilitation, and Integration of People with Disabilities at the Ministry of Social Affairs, announced that the digital platform for allocating disability cards is expected to be generalized by 2026. This announcement follows the effective launch of a pilot phase at the Regional Directorate of Social Affairs in Ariana on December 5. Speaking to the TAP agency on Thursday, December 25, 2025, on the sidelines of a awareness day organized by the Tunisian Organization for the Defense of the Rights of People with Disabilities (OTDDPH), Ms. Riahi specified that this platform aims primarily to bring services closer to citizens, simplify procedures, and ensure interconnection between different digital platforms. The goal is to strengthen the autonomy of people with disabilities and promote their digital inclusion. She highlighted that the pilot experience is currently focusing on renewing existing cards, before expanding to the allocation of biometric disability cards.

Ms. Riahi also stated that the discussions during this awareness day will allow for the necessary updates to be made to improve the quality of the platform, directly addressing user concerns.
Accessibility and Legal Framework
The official emphasized that the platform will be adapted to meet the needs of people with auditory and visual impairments. She clarified that the biometric card will retain the same benefits as the current paper card. Additionally, audiovisual awareness spots will be broadcast on media to explain the platform's operation.
Furthermore, Ms. Riahi indicated that the ministry is currently working on revising the 2005 Orientation Law No. 83. An interministerial commission has been formed to identify points to be amended.
Reactions from Civil Organizations
Yousri Mezati, President of OTDDPH, welcomed this initiative, which he believes represents a major turning point in facilitating access to public services for people with disabilities. The organization's Secretary-General, on the other hand, advocated for the creation of a dedicated structure specifically for people with disabilities, with significant representation within the state.
