Tunisia's Business Creation Process to Undergo Significant Upgrade
A new digital platform allowing for the completion of all business creation procedures remotely, in under 48 hours, will soon be launched, announced Adel Chouari, Director General of the National Register of Enterprises (RNE), on Monday, February 16, 2026. Speaking on Express FM, Chouari explained that this new system will enable investors and project holders to declare the existence of their businesses entirely online, without having to physically visit various administrative offices. "This measure is part of a decision made by the Minister of Finance and crowns a reform process initiated in 2024," he added.
According to Chouari, this reform aims primarily at digitizing business creation procedures and unifying fiscal and legal pathways within a single, integrated process. The goal is to eliminate the multiplicity of procedures, their complexity, and the dysfunctions previously observed between the tax administration's databases and those of the RNE. "Concretely, the new platform will allow for the electronic submission of all required documents. These will be automatically transmitted to the General Directorate of Taxes for the issuance of the existence declaration, before the fiscal identification number is automatically returned to the RNE to finalize the company's legal registration. The entire process will take place in a single digital space, following the principle of a one-stop shop," he explained.
The Director General of the RNE also emphasized that this automation will significantly reduce processing times, limit human intervention, and decrease administrative errors. Once all data is completed, business creation can be finalized within 24 to 48 hours. "Access to the platform will require creating a personal account via digital identity or legally recognized electronic signature means. Regulated professions, such as lawyers and accountants, will also be able to benefit from direct access under specific agreements," he specified.
Beyond business creation, Chouari indicated that the platform's future developments will include the possibility of directly drafting statutes and legal contracts online. Each company will also have a dedicated account allowing them to consult and electronically transmit their legal documents to various public structures, without additional fees.
Finally, and importantly, Chouari stressed the importance of coordination between the RNE, the General Directorate of Taxes, and the National Center for Informatics to ensure secure data interconnection and reduce the use of paper documents. He called on citizens and professionals to quickly obtain digital identities, considered the key to accessing these new services.
According to him, this platform marks a major advance in the administrative reform process and is part of a broader vision aimed at facilitating investment, improving the business climate, and strengthening trust between citizens and the administration through modern and efficient digital services.
