Teachers and Substitute Professors Demand Regularization of Their Status
A group of teachers and substitute professors, whose names were not included in the second batch of recruits by the Ministry of Education, in accordance with Presidential Decree No. 21 of 2025, are demanding the regularization of their situation and the inclusion of their names in this batch.
The coordinator of the group, Chaima Nefati, stated in a statement to Mosaïque on Monday that the group consists of approximately 110 primary and secondary education substitutes from various regions, who worked between 2006 and 2024 and received regular salaries through official certificates and bank transfers.
Ms. Nefati added that all legal and administrative conditions for the regularization of their situation have been met. However, these teachers and substitute professors were excluded from the Ministry of Education's digital database, despite their names being present in the official paper database.
She emphasized that since January last year, the group has filed objections with the regional education delegations regarding the non-inclusion of their names in the Ministry's digital database, but has not received any official response to date.
Presidential Decree No. 21 of 2025 provides for the integration of active teachers and substitute professors in primary schools, colleges, and high schools under the Ministry of Education in January 2025, and those of non-active substitutes in January 2026.
The decree also relies on the Ministry of Education's database of personnel responsible for ensuring education within the framework of covering vacant positions, starting from September 16, 2006, to ensure the comprehensiveness of the integration process.
