Minister of Youth and Sports, Sadok Mourali, Highlights Key Developments in the Sector
The Minister of Youth and Sports, Sadok Mourali, emphasized during the plenary session dedicated to the 2026 budget of his department that the draft law related to sports structures was transmitted to the presidency of the government on October 10. He specified that the text is currently in its final version, awaiting examination by the Council of Ministers.
New Legislation to Combat Violence in Sports
Mourali also announced the development of a draft law aimed at combating violence, vandalism, and fanaticism in sports spaces, comprising 40 articles. This project was sent to the presidency of the government on October 22, pending its transmission to the Assembly of People's Representatives (APR). The minister recalled that several meetings have been organized with the Ministry of Interior and the concerned parties since the beginning of the sports season to define the measures to be adopted, the last of which dated back to November 4.
Electronic Ticketing and Surveillance
In parallel, the ministry has begun implementing the electronic sale of tickets and equipping sports facilities with modern surveillance cameras to strengthen prevention.
Legislative Developments
On the legislative front, Mourali added that the draft law on games of chance, money, and sports betting has been entirely revised to conform to international standards for combating manipulation and money laundering.
Anti-Doping Efforts
Regarding the fight against doping, Mourali specified that all implementation texts have been finalized, including the decree fixing the conditions for obtaining training and accreditation certificates for controllers, investigators, inspectors, and specialized educators, as well as their remuneration regime.
Support for Individual Sports
On the sports front, the minister highlighted the importance given by his department to individual sports, to which 29 million dinars have been allocated, compared to 6.63 million for collective sports. He affirmed that this support has enabled the achievement of excellent results in major international competitions.
Paralympic Sports and Social Dimension
Paralympic sports also benefit from reinforced support, notably through objective contracts concluded with 11 high-level athletes for nearly 3 million dinars, and an increase in the number of disciplines from 5 to 10. The ministry will continue to link financing to results, good governance, and responsible management, while supporting sports with a social dimension and women's sports.
Restructuring of Sports Federations
Regarding sports federations and elite athletes, Mourali indicated that several federations have been restructured, held elective assemblies, or revised their statutes. Some have even been dissolved and replaced by provisional offices due to shortcomings, such as the taekwondo and petanque federations. In total, 11 federations have been restructured, in addition to three others in 2024.
Vacant Positions and Athlete Support
Concerning vacant positions in technical directions, Mourali specified that applications for the position of technical director of the Athletics Federation have been opened, and the ministry is closely following the situation of all federations. Regarding high-level athletes, he reaffirmed the ministry's commitment to supporting them, citing swimmers Ahmed Jaouadi, Ayoub Hafnaoui, and Rami Rahmouni.
Youth Program
The minister explained that the Youth Program aims to enable young people to play an active role in development, in accordance with the 2035 strategy, through practical projects focused on training, employment, entrepreneurship, and citizenship reinforcement, giving particular attention to interior regions to ensure territorial justice.
2026 Program and International Cooperation
The 2026 program will pursue the development of skills for actors in the fields of youth tourism, culture, and creativity, benefiting approximately 200,000 young people per year through training, joint projects, and international cooperation. The program also includes support for participatory initiatives for young people with disabilities or living abroad, as well as the expansion of opportunities for social and economic inclusion through programs addressing risks such as irregular migration, violence, drugs, digital addiction, in addition to developing leadership and critical thinking skills.
Recruitment and Regularization of Workers
In conclusion, the minister addressed the issue of recruitment, announcing that the ministry will open 600 positions and work towards regularizing the situation of workers under subcontracting contracts as soon as possible.
