National Health Insurance Fund (CNAM) Announces Exceptional Reimbursement Measure

The National Health Insurance Fund (CNAM) announced on Wednesday, December 10, 2025, that as an exceptional measure, social security beneficiaries enrolled in the private healthcare system will be able to claim reimbursement for medication expenses purchased from private pharmacies. This decision comes after the Tunisian Syndicate of Private Pharmacy Owners unilaterally decided to suspend the third-party payment system as of December 8, 2025. The CNAM specifies that reimbursement will be possible from this date for the concerned beneficiaries.

Eligibility and Application Process

To benefit from this reimbursement, beneficiaries who were unable to obtain their medication through the third-party payment system must submit a complete application, carefully filled out by the beneficiary and the pharmacist, including:

  • A medical prescription
  • A payment receipt
  • Medication labels The application must be submitted to the CNAM for processing.

Background

The Tunisian Syndicate of Private Pharmacy Owners confirmed on Monday its decision to suspend the delivery of medication through the third-party payment system, citing the lack of concrete solutions and effective guarantees for respecting payment deadlines by the CNAM. However, the syndicate reaffirmed its willingness to resume the third-party payment system as soon as serious guarantees are put in place to resolve the payment deadline crisis and establish a durable and transparent funding mechanism, in order to relieve pharmacists of charges that are not part of their primary mission.

Objective of the Measure

This exceptional measure by the CNAM aims to ensure the continuity of access to medication for social security beneficiaries, despite the temporary suspension of the third-party payment system in private pharmacies.
