New Program for Access to Property Announced in Tunisia
During the launch of the reinforcement works of the national road number 3 between Ben Arous and Zaghouan this Thursday, the Minister of Equipment and Housing, Salah Zouari, officially announced the calendar of the new program for access to property. This program will open its registrations between the end of March and the beginning of April, with a deadline for the completion of the projects set for the end of 2027.
Progressive and Digital Deployment
The Minister specified that the initial phase of this large-scale project will target 1,213 housing units distributed across 11 governorates. This first stage will serve as a foundation for a progressive generalization across the entire national territory. To ensure equity among citizens, a dedicated electronic platform is currently being developed to centralize registrations and ensure total transparency of the allocation process.
Strengthened Legislative Framework in Parliament
This announcement comes on the heels of a decisive plenary session at the Assembly of People's Representatives. On Wednesday, February 11, deputies adopted two fundamental law projects modifying the statutes of the SNIT (Tunisian National Real Estate Company) and the SPROLS (Society for the Promotion of Social Housing) with an overwhelming majority. These legislative reforms aim to restore the social mission of the state by allowing these institutions to offer dignified housing solutions to middle-class families and households with limited incomes.
Flexible Mechanisms for Access to Property
To make these housing units accessible, the new strategy relies on a drastic reduction in production costs thanks to the allocation of state-owned land at a symbolic dinar. On the financial side, the state introduces flexible payment terms, combining installment sales and lease-to-own systems. The update of the legal framework now lifts the administrative barriers that previously prevented public companies from transferring housing units financed by the FOPROLOS, thus facilitating acquisition without weakening the financial balances of public promoters.
A Breath of Fresh Air for Civil Servants
In response to the questions of deputies, Salah Zouari emphasized that lease-to-own is a concrete response for public sector employees. This mechanism is specifically addressed to those whose incomes do not allow them to benefit from classic social housing but struggle to access the private market. By taking charge of self-financing and capping production costs, the state enables public institutions to offer monthly payments adapted to the purchasing power of Tunisian workers.
