Ministry of Social Affairs Launches Digital Platform for Disability Card

The Ministry of Social Affairs launched a digital platform today, Friday, for the issuance of disability cards, with the aim of achieving total integration and reducing the obstacles faced by people with special needs to obtain this card. The ministry described this initiative as a "qualitative transition" in the field of administrative and social services for this category.

Key Features of the Platform

The Minister of Social Affairs, Issam Ahmar, explained during a launch ceremony held at the headquarters of the Regional Directorate of Social Affairs in Ariana, that this platform offers practical benefits. It:

  • Exempts people with disabilities who want to obtain a disability card from the constraint of traveling and physical presence, allowing them to simply upload the required documents electronically.
  • Enables them to follow all the steps of the procedures through the "Espace Citoyen" and obtain information on the issuance and delivery of the card by phone or through the platform.
  • Allows for precise identification of the person, determination of their identity and degree of disability, enabling an accurate inventory of disability degrees and benefits for those concerned throughout the country.

Smart Card with QR Code

The minister highlighted that the new smart card contains a QR code ("Quick Response Code"), ensuring complete protection of personal data. He also noted that during a renewal request, procedures are much simpler, as the renewal request can be sent remotely with a medical certificate to be processed automatically.

State Orientation and Reforms

Issam Ahmar indicated that "the current state orientation is based on total integration, which can only be achieved by lifting all obstacles," emphasizing that reforms aim to provide services that do not depend on the economic and social situation of the person with special needs.

National Fund for the Promotion of People with Disabilities

In the same context, the minister mentioned that the Finance Law for the year 2026 included the creation of the National Fund for the Promotion of People with Disabilities, which will allow for the expansion of the field of necessary interventions in their favor. He added that the works within the framework of next year's budget include providing integrated services to people with special needs, such as "children of the moon" (likely referring to children with xeroderma pigmentosum).

Reaction from the Tunisian Organization for the Defense of the Rights of People with Disabilities

The President of the Tunisian Organization for the Defense of the Rights of People with Disabilities, Youssri Mezati, welcomed this platform, which he said offers "more autonomy" and represents a "great advance" in the lives of people with disabilities, enabling them to communicate with administrations and offering online procedures that guarantee their dignity.

Transformation of the Ministry of Social Affairs

The head of the unit for the promotion of people with disabilities in the governorate of Ariana, Senda Laafi, also emphasized that this step is part of the "digital transformation of the Ministry of Social Affairs," estimating that this platform, available via the "Espace Citoyen," will "find great resonance" among citizens, especially people with disabilities.

It is worth noting that the minister also took note of the progress of activities of several institutions under the supervision of the ministry during his visit to the region.
