Colonel-Major Chemseddine Adouani, President of the Coordination and Communication Office at the National Road Safety Observatory (ONSR), provided clarification on the regulations governing the circulation of heavy goods vehicles in urban areas on Tuesday, February 17, 2026. He explained that the circulation of these vehicles is not governed by a single law, but by a set of decisions and joint arrangements between regional authorities. This system applies particularly in the Greater Tunis area and in Sfax, where a specific municipal decree sets out the conditions for circulation.

Two Time Regimes in Effect

Speaking on the "La Rue Tunisienne" program, Colonel-Major Adouani detailed the two time regimes applied to heavy goods vehicles. During normal hours, circulation is prohibited from 6:00 AM to 9:00 AM and from 4:30 PM to 7:30 PM. During the month of Ramadan, the prohibition extends from 6:00 AM to 9:00 AM and from 1:30 PM to 4:30 PM. These measures aim to improve traffic flow, reduce the risk of accidents, and strengthen road safety in large urban areas. While heavy goods vehicles play a crucial role in supplying markets and promoting economic dynamism, the safety of citizens remains, according to him, an absolute priority.

Driver Fatigue and Regulation of Driving Time

The official also warned of the dangers related to driver fatigue, which can lead to a loss of concentration. He recalled that the maximum driving time is set at nine hours per 24-hour period, which must be divided into two sequences of no more than 4 hours and 30 minutes each. These provisions are provided for in the Highway Code, legislation related to the transport of hazardous materials, and decrees governing driving times, rest periods, and speed limits.

Vigilance and Vehicle Maintenance

Colonel-Major Adouani called on drivers to be rigorous before each trip, emphasizing the need for a complete inspection of the vehicle, including checking tires, oil levels, the braking system, and the overall condition of the truck. He also stressed the importance of proper adjustment and use of the tachograph, as well as respect for rest periods to ensure optimal physical and mental preparation.
