Adams wrote on X (formerly Twitter): "This storm broke precipitation records on October 30. Most of the rain that was supposed to fall over several hours fell in a 10-minute period in the afternoon."

The National Weather Service issued flood warnings for coastal areas in parts of the Bronx, Brooklyn, and Queens, urging residents to exercise caution and be prepared for potential flooding.
