Municipal Services Begin Implementing Circular on Saisie and Deposition of Goods

Municipal services have started implementing the provisions of the joint circular issued by the Ministers of the Interior and Finance (No. 12 of May 6, 2026). This circular outlines the modalities and procedures for regularizing the situation of seized and deposited movable goods in municipal fourrières, in accordance with the provisions of Article 82 of the 2026 Finance Law.

Article 82 of Law No. 17 of 2025, dated December 12, 2025, provides exceptional provisions to grant a partial abatement on the amount of fourrière fees payable for any regularization operation carried out before December 31, 2027.

This circular offers significant and exceptional financial benefits to vehicle and movable goods owners. The primary objective is to decongest storage facilities and prevent material deterioration and depreciation of the market value of seized and stored goods over long periods.

Financial Incentives and Significant Reductions

The main measure of this regularization is the partial abatement of fourrière fees owed. Movable goods owners will only have to pay 30% of the total municipal taxes applicable up to the date of regularization and effective withdrawal. The remaining 70% will be automatically cancelled, provided the operation is finalized before the end of December 2027.

Scope of Application and Legal Conditions

The circular specifies that these provisions concern all movable goods (vehicles, boats, animals, and merchandise) seized or placed in fourrière up to December 12, 2025.

The procedures are divided between direct municipal seizures, which are regularized by immediate payment, and movable goods deposited on the basis of a secure or judicial decision, which require the presentation of a legal justification for "release."

Deadlines and Simplification of Procedures

The joint circular has set December 31, 2027, as the deadline for benefiting from these measures, while adopting simplified execution modalities. Municipalities will directly apply the provisions of Article 82, without having to go through traditional reduction procedures or require the approval of the governor, to ensure the rapid evacuation of congested fourrières.

Central authorities have called on governors and municipal secretaries-general to ensure the generalization and strict respect of these measures to contribute to better management of fourrière assets and the valuation of seized goods.
