Government Council Meeting Focuses on New Sports Law

The Head of Government, Sarra Zaafrani Zenzari, chaired a ministerial council meeting on Saturday, November 29, 2025, dedicated to examining a new fundamental law project on sports structures, at the Government Palace in the Kasbah. This project, modified by the Ministry of Youth and Sports, has been adjusted taking into account the observations of all concerned ministries and structures.

Objectives of the New Law

The law project aims to repeal and replace the fundamental law No. 11 of 1995, deemed outdated compared to the needs of Tunisian sports and the evolution of sports on a global scale. It provides for the modernization of the organization and management of sports structures, while strengthening transparency, governance, and sustainability in the sector.

Opening Address

In her opening speech, Zaafrani Zenzari emphasized that sports are not only a leisure activity or a competition field, but also a development tool for youth, a driver of wealth and opportunity creation, and a lever for social and economic development. She recalled the directives of the President of the Republic, Kaïs Saïed, calling for the purification of the sports sector, clear distinction between professionalism and leisure, and the eradication of corruption and brokerage in the field.

Presentation of the Modified Text

The Minister of Youth and Sports, Sadok Mourali, presented the modified text, specifying that the elaboration of the law project was inspired by international norms and comparative experiences, in order to give a new impetus to Tunisian sports in the coming years. The main axes of the project include:

  • Democratization of sports structures
  • Transparency and governance
  • Development of sports club management
  • Financing and support for sports structures
  • Ensuring the continuity of public sports services

Adaptation of Sports Legislation

The Head of Government stressed the need to adapt sports legislation to contemporary challenges, emphasizing that the state is counting on Tunisian youth and sports elite to enhance the national and international presence of Tunisia in sports.

Next Steps

At the end of the council meeting, Zaafrani Zenzari indicated that, after examining all observations, the law project would be submitted for discussion during a future session of the Council of Ministers.
