Justice Minister Leila Jaffel Announces Significant Progress in Implementing Check Conciliation Law
The Minister of Justice, Leila Jaffel, stated that 63,560 individuals have benefited from the application of Law No. 41 of 2024 related to conciliation in check bouncing cases. In response to observations and questions from members of the People's Representative Assembly (ARP) and the National Council of Regions and Districts (CNRD) during a joint plenary session on Saturday to present and discuss the Justice Ministry's budget project for 2026, the Minister of Justice clarified that the situation of 1,592 detained individuals has been regularized, and they have been released.
Key Statistics
- The number of detainees in check-related cases has decreased to 222 prisoners, including 82 in pre-trial detention and 140 convicted, as of October 14, 2025. This number was 442 detainees as of August 2, 2024.
- The number of beneficiaries of definitive regularization is 43,332 individuals, who have received certificates of definitive regularization.
- According to the Minister, 20,228 individuals are in the process of regularizing their situation and are subject to prosecution, trial, or judgment for issuing checks without provision.
Impact on Check Usage
The Minister noted that check usage has decreased by one-third, from 12,254,000 checks in 2024 to 4,066,000 checks in 2025. In contrast, the use of "letters of exchange" has increased, from 833,000 letters of exchange in the first half of 2024 to 2,124,000 letters of exchange during the same period in 2025. She also reported that the number of electronic transfers has doubled since the law came into effect, from 16,914,000 transfers in the first half of 2024 to 37,687,000 transfers in 2025.
Penal Conciliation
Regarding penal conciliation, the Minister of Justice explained that the ministry has submitted a draft amendment to the legislative texts, recalling that this mission falls under the jurisdiction of the Presidency of the Republic and that only alternative penalties remain within the ministry's jurisdiction.
