Tunisia to Sign New Agreements with Libya and Qatar to Regulate Labor Mobility

The Minister of Employment and Vocational Training, Riadh Chaouad, highlighted Tunisia's willingness to conclude new agreements with Libya and Qatar to frame the mobility of Tunisian labor and organize the employment of skills abroad. He specified that international employment prospects remain promising and diversified.

During a joint working session between the Education, Vocational Training, Scientific Research, Youth, and Sports Commission at the Assembly of People's Representatives (ARP), and the Services and Social Development Commission at the National Council of Regions and Districts, the minister announced that an agreement with Libya will be signed on November 10. This agreement will focus on the mobility of Tunisian labor and skills between the two countries.

He recalled that his visit to Tripoli in April facilitated the procedures for the employment of qualified labor and strengthened cooperation in the fields of training and development of specialized cadres. Chaouad added that a new agreement will also be signed with the State of Qatar before the beginning of 2026, in collaboration with the "Joussour" company, mandated by the Qatari government to attract skills and qualified labor. This agreement aims to frame professional mobility within a contractual framework guaranteeing the rights and obligations of both parties.

The minister also highlighted the increase in demand for Tunisian skills within the framework of "circular migration," specifying that several agreements with France already allow Tunisian labor to work for a period of six months per year. He added that Greece has recently expressed its need for labor in certain sectors for a period of nine months, which can be transformed into permanent employment.

Riadh Chaouad finally affirmed that the national employment policy abroad is now based on the principles of fair partnership, and not on the export of labor without guarantees. He emphasized that each new agreement is now concluded within a clear legal framework, ensuring the protection of the rights of Tunisian workers and strengthening the governance of private placement companies abroad.
