Minister of Equipment Explains New Housing Project
The Minister of Equipment, Salah Zouari, explained in a statement to Mosaïque on Monday, October 27, 2025, that the "location-accession" mechanism included in the 2026 finance bill will allow employees to acquire housing, indicating that the state has allocated an amount of 25 million dinars to start the implementation of this program.

- The Minister stated that his ministry has finalized all procedures for making land available for the project for a symbolic dinar.
- The amount of 25 million dinars is a balance budget to launch the project, and it is possible to reinforce it with other amounts depending on the progress of the work.
- The "location-accession" system is a real estate financing mechanism that aims to enable citizens, especially those with low and medium incomes, to become owners of a housing unit after a certain period of rental.
- The tenant pays monthly rent installments that include a portion of the property price, and at the end of the agreed-upon period, the property becomes their own.
Project Details
- The Minister of Equipment confirmed that the location-accession project includes the construction of 1,000 new housing units on dedicated land, allowing many employees benefiting from the Guaranteed Minimum Wage (SMIG) to enjoy priority acquisition of housing under this mechanism.
- The Minister indicated that his ministry is working to create 1,000 housing units during the next year, which will be allocated to location-accession in the different governorates of the Republic, while striving to establish new programs within the framework of this project in each governorate.
Additional Initiatives
- The Minister also mentioned that his ministry has begun implementing the second generation of the program for the rehabilitation and integration of residential neighborhoods.
- This program will lead to an improvement in the living conditions of citizens in 160 residential neighborhoods spread across 99 municipalities, at an estimated cost of nearly 868 million dinars.
- The program will be implemented through the development of infrastructure (sanitation, stormwater drainage, road rehabilitation, and public lighting), the construction of collective equipment (sports, cultural, and youth facilities), the improvement of housing, and the construction of industrial, economic, and artisanal spaces.
Private Housing Program
- Finally, Zouari indicated that the state has allocated credits worth 700 million dinars for the creation of 5,100 housing units within the framework of the private housing program.
