Acceleration of Customs Digitalization, Simplification of Procedures, and Interoperability of Public Services
The authorities have reaffirmed their commitment to making digitalization and artificial intelligence key drivers for improving the business climate and modernizing the Tunisian administration, on the occasion of the Enterprise Days.
Key Developments
The Director General of Customs, Mohamed Hédi Safer, recently reiterated his department's commitment to accelerating the implementation of the "Sanad 2" system, in line with the Ministry of Finance's strategy and the government's "Government Tech" program for digitizing the public administration.
Administration of an Agile Economy
Safer spoke at a special session on the theme "Administration of an Agile Economy", held at the opening of the 39th edition of the Enterprise Days (December 11-13 in Sousse), with the participation of the Minister of Communication Technologies, Sofiane Hmissi, and the Director General of the Business Climate at the Ministry of Economy and Planning.
Main Reforms
During this session, the main reforms necessary to stimulate investment in Tunisia were discussed, based on a pragmatic approach focused on digitizing the administration, improving the investment climate, and modernizing and simplifying customs procedures.
Trusted Operator Label
Regarding the "Sanad 2" system, Hédi Safar recalled that it aims to simplify customs procedures, bring services closer to users, and facilitate interoperability between different services and stakeholders, including economic institutions and Tunisian citizens living abroad. He also highlighted the use of a risk management system integrating selectivity and targeting techniques to improve monitoring and simplify customs procedures. Additionally, he mentioned the Authorized Economic Operator (AEO) system, a trusted label awarded to companies that meet a set of criteria conforming to international standards, with the aim of encouraging investment and supporting exports.
New Digital Transition Strategy
As for the new digital transition strategy, the Minister of Communication Technologies indicated that the government is preparing a five-year plan (2026-2030), in which digitalization and artificial intelligence are among the main pillars. Three objectives have been set for the digitalization of administrative services and the digital transformation of the administration, which represent one of the five axes of this new strategy. The digitalization of services offered to citizens and businesses is at the heart of this approach.
Upcoming Digital Services
The Minister announced the upcoming launch of new digital services, including the application for an identity card for students starting from December 15, 2025, electronic payment of car vignettes in January 2026, and several types of stamps. Sofiane Hemissi also indicated that the interoperability project between ministries is starting to bear fruit, with 86 services linking different administrations from four ministries and several structures. The Minister finally affirmed that interoperability will be generalized to all ministries and public enterprises over the next 24 months.
