Minister of Equipment and Housing Announces Upcoming Publication of Texts on Buildings at Risk of Collapse
The Minister of Equipment and Housing, Salah Zouari, announced on Monday, October 27, 2025, the upcoming publication of texts implementing the law on buildings at risk of collapse, as part of the policy to preserve the existing real estate park.
Launch of Studies for Urban Revitalization Program
During the opening of a study day organized by the ministry on the occasion of World and Arab Habitat Day and World Cities Day, the minister specified that his department will soon launch the necessary studies for the implementation of the urban revitalization program, aimed at rehabilitating areas with high heritage and architectural value.
Second Generation of Neighborhood Improvement Program
He also announced the launch of the second generation of the neighborhood improvement and integration program, which aims to improve the living conditions of citizens in 160 neighborhoods across 99 municipalities, at an estimated total cost of 868 million dinars.
Ministry's Strategy
Zouari emphasized that the ministry's strategy is based on consolidating the state's social policy in terms of housing, through the promotion of decent housing for all. This approach involves supporting middle-class and low-income households and combating precarious housing.
Concrete Actions
He recalled that this policy is being implemented through several programs, including:
- The Housing Promotion Fund for Employees
- The Social Housing Program
- The First Housing Program
- The National Housing Improvement Fund
- The lease-to-own mechanism introduced in the 2026 finance bill, allowing employees to access ownership more easily
Land Allocation
The minister also indicated that the land allocated for this project will be transferred to public promoters at a symbolic dinar. The Housing Land Agency will have priority in purchasing land owned by the state and local authorities, in order to develop social lots for modest-income families.
Revision of National Housing Strategy
Finally, Salah Zouari announced that his department has completed the first phase of revising the national housing strategy and has begun revising the national territorial development plan. This project aims to establish a new planning system, update the Territorial Planning and Urbanism Code, and accelerate the preparation of urban planning plans, with 482 plans currently being developed or revised for the benefit of 298 municipalities.
