When Trust, Coordination, and Symbiosis Prevail
When a climate of trust, coordination, and symbiosis prevails among the various institutions of the State, it becomes normal for presidential promises to be quickly implemented in the form of laws voted on by the Assembly of People's Representatives (ARP), setting the conditions and deadlines for the implementation of the promises contained in the President's speeches and various media appearances or field meetings with citizens who transmit their grievances and are sure that they will be heard and their demands met.
Thus, the commitment made by the Head of State to ensure that Tunisians from the middle class and in need of support have access to their right to decent housing has been immediately followed by the deputies who have just adopted the draft law on the lease-purchase or lease-ownership formula. The Ministry of Equipment and Housing has already announced at the Bardo Palace the project to build some 5,000 housing units in certain governorates, which will be allocated to eligible citizens among the beneficiaries. This is pending the expansion of the experience to all regions of the country.
Certainly, the initiative is to be welcomed for its courage and audacity in this period of financial difficulties reigning at the SNIT and SPRLS, which are responsible for executing the program under the leadership of the Head of State. However, it remains to be seen that all necessary precautions are taken to ensure that future housing units are allocated to those who truly deserve them. And to avoid the repetition of the controversies and quarrels that always accompany the distribution of housing "offered" by the Qataris, which remain uninhabited because the lists of beneficiaries change daily at the whim of certain regional or local officials, mobilized to block all efforts to guarantee the success of the national takeoff strategy.
