Minister of Higher Education and Scientific Research Outlines Mission for 2026
The Minister of Higher Education and Scientific Research, Moncef Belaïd, stated during the plenary session dedicated to discussing his ministry's budget that the mission of Higher Education for 2026 is to establish a training system that conforms to international standards and supports the integration of students into the job market.
Allocation of Budget
He recalled that nearly 69% of the Higher Education mission's budget has been allocated to the development of the university training system.
Evaluation and Development of the LMD System
The minister specified that the evaluation of the accreditation system within the LMD (License-Master-Doctorate) framework has been finalized, and a new reference framework for training offers has been established. Additionally, university teachers are benefiting from requalification in languages and transversal skills to strengthen their pedagogical preparation.
National Information Campaigns and University Support
Mr. Belaïd also announced the launch, since last October, of national information campaigns specific to the qualification of training offers, as well as support for universities in adopting competency-based teaching approaches and training engineering.
Promising Specialties and Increased Capacity
Regarding promising specialties, the minister confirmed the increase in the capacity of technical and digital fields.
Creation of New Institutions
He also announced the creation of three new institutions in the paramedical field for the next academic year (2026-2027), which will be established in the governorates of Jendouba, Kairouan, and Kasserine.
Infrastructure Development
Concerning infrastructure, Mr. Belaïd revealed that the ministry is overseeing 144 projects in the Higher Education sector, including seven university headquarters currently under construction, which will be delivered this year in the cities of Kairouan, Sousse, Gafsa, and Gabès. The delivery of five other headquarters is scheduled before the 2026-2027 academic year.
Revision of Professor Status and Creation of Cooperative
Finally, the minister reported on the progress of the revision of the basic status of Higher Education professors by a specialized commission, in addition to resolving the issues that hindered the creation of the Higher Education teachers' cooperative, confirming that it will be established soon.
