Ministry of Education Confirms Adoption of a Computerized System for Allocating Substitute Teachers
The Ministry of Education has confirmed that it has implemented an automated computer system to distribute substitute teachers (for primary schools and high schools) based on vacancy periods. According to the ministry, this system guarantees full transparency by removing any human intervention from the appointment process.
The ministry added that no appointments made by regional delegations have been cancelled, except in cases where the legal requirements were not met. The most common reasons for cancellation are:
- Non‑conformity of qualifications with the “LMD” (Licence‑Master‑Doctorate) framework.
- Mismatch between the teacher’s university specialty and the subject they are assigned to teach.
Criteria for the 2026 Recruitment Cohort
Regarding the recruitment of the 2026 cohort, the ministry explained that placements were based on two fundamental criteria:
- Age – priority was given to the oldest candidates.
- Family situation – married candidates with dependent children were placed ahead of others.
The ministry stresses that these criteria are “immutable and not subject to any contestation.”
Response to Corruption Allegations
In the face of accusations, the ministry called for concrete evidence of any alleged “suspicions of corruption” in the recruitment of this cohort. It urged that such proof be presented so that administrative investigations can be launched to determine responsibility.
This clarification follows a response published on Friday on the website of the Assembly of People's Representatives (ARP). It addresses the questions raised by deputies Mohamed Majdi and Nour Jreidi, who had spoken of “blockages” and “opacity bordering on deliberate corruption” in the regularisation of substitute teachers.

Finally, Education Minister Noureddine Nouri stated during a parliamentary hearing last Wednesday that the ministry has reached a crucial milestone in regularising the status of substitute teachers in public primary schools, middle schools, and high schools, in line with the provisions of Decree No. 21 of 2025.
