Tunisia Unveils New Strategic Plan for Education 2026-2030
The Minister of Education, Noureddine Nouri, revealed on Tuesday, during a plenary session attended by the President of the National Council of Regions and Districts, Imed Derbali, the key points of the new strategic plan for the Ministry of Education for the period 2026-2030. He confirmed that the document had been finalized to serve as a "global national reference" that would redefine the future of Tunisian schools on scientific and participatory bases.
Context and Motivations
Nouri explained that this plan is part of the context of "structural challenges" that the educational system still faces, despite progress made in terms of free education and increased enrollment rates. He highlighted that the deterioration of teaching quality, the persistence of regional disparities, and the increase in school dropout rates are main motivations for a radical reform that anticipates the future and restores the school's role in shaping future generations.
Elaboration and Participation
Nouri emphasized that the strategic plan was developed according to an approach ensuring the participation of various actors from local and regional councils and central administrations, in line with the orientations of the national development plan 2026-2030. He indicated that the plan's development stages involved evaluating the achievements of the previous period (2021-2025), identifying structural problems, and anticipating upcoming educational and technological changes, before formulating the vision, priorities, and main programs. Local and regional councils proposed educational projects that meet citizens' needs, reflecting, according to him, "the social orientation of the state and its willingness to achieve regional equity."
Projects and Objectives
The Minister of Education stated that the ministry received 419 educational projects, including creations, extensions, maintenance, and renovation works, with 5 completed projects and 51 ongoing, while 177 projects were included in the 2026 budget and 186 were scheduled for a later period. He revealed the three main objectives of the plan:
- Qualitative improvement of education
- Innovation and consolidation of equity and equal opportunities among different categories and stakeholders
- Development of educational administration performance and improvement of governance
He emphasized that achieving these objectives relies on four fundamental pillars:
- Attractive and safe educational institutions
- Renewed educational programs
- Qualified human resources
- Well-organized educational administration
This new strategic plan aims to address the challenges facing the Tunisian educational system and provide a comprehensive framework for the development of education in the country.
