Digital Cash Registers to Become Mandatory for All Consumer Service Businesses by July 1, 2026

As of July 1, 2026, all businesses operating in the consumer services sector will be required to comply with regulations and install digital cash registers in their premises. This decision is in line with the provisions of the minister of finance's decree dated October 14, 2025, which sets out the criteria for classifying establishments that provide consumer services on-site.

This measure is also part of the implementation of the government decree No. 1126 of 2019, dated November 26, 2019, which outlines the practical modalities for adopting digital cash registers for consumer services on-site.

The adoption of digital cash registers is part of the ministry's efforts to combat tax evasion and establish fiscal justice among taxpayers. According to the minister of finance's decree, establishments that provide consumer services on-site, as defined in Article 59 ter of the Code of Income Tax for Individuals and Companies, include all businesses that sell food or beverages prepared on-site or ready for consumption, and offer a service of consumption on-site to their clients.

The first phase of this fiscal process began on November 1, 2025, and targeted businesses operating restaurants classified as tourist establishments, tea salons, and second- and third-category cafes. By July 1, 2026, the scope of obligation will expand to include all other corporate entities that offer food or beverages prepared on-site or ready for consumption.
