Digital Transformation Initiative: "Carthage Numérique"

As part of the examination of the 2026 state budget project, Ali Hassoumi Bayoumi, a member of the Finance and Budget Committee at the National Council of Regions and Districts, proposed the creation of a cloud-based digital platform under the supervision of the Presidency of the Republic, dubbed "Carthage Numérique". This initiative aims to connect the databases of various ministries and strengthen Tunisia's sovereignty over information.

Key Objectives

According to Hassoumi, accurate information is the foundation of reliable studies and economic planning. He called for the unification of control structures, currently dispersed among the Government Presidency, the Ministry of Finance, and the Ministry of State Domains, to be grouped under the supervision of the High Authority for Administrative and Financial Control, attached to the Presidency. This measure is expected to improve efficiency and governance in administrative and financial control.

Cooperation between Powers

The elected official welcomed the positive reception from the representatives of the Presidency during the hearing session, emphasizing that this initiative is part of a cooperation framework between the executive and legislative powers.

Development Plan 2026-2030

Regarding the 2026-2030 Development Plan, Hassoumi specified that it follows a construction logic going from local to regional to national, in line with the social orientation and participatory approach advocated by the President of the Republic. He noted that several local development projects have been integrated for the first time into the articles of the finance law, thus offering citizens the opportunity to directly participate in the development of public policies.
