Economic expert Bassem Ennaifer emphasizes the strategic role of the digital economy

On Saturday, 21 February 2026, economist Bassem Ennaifer declared that the digital economy has become a strategic lever for Tunisia, capable of boosting growth, creating jobs for young people, and supporting innovative project leaders.

According to Ennaifer, Tunisia is moving toward a digital‑by‑design administration model, with 192 digital projects integrated into the 2026‑2030 development plan. This initiative aims to digitise a wide range of public services, from the issuance of administrative documents and permits to tax and customs services.

The expert highlights that this transition could transform the business climate by:

  • Reducing processing times
  • Limiting bureaucracy
  • Facilitating access to information

“It should also improve transparency and the competitiveness of the national economy, while lowering administrative costs for businesses and citizens, thereby strengthening the attractiveness for both local and foreign investment,” he said during his appearance on Mosaique FM on 21 February 2026.


Digital banks: a driving force for development

Digitalisation is extending to the financial and banking sector as well. The development of electronic payment services and digital wallets, backed by the Central Bank of Tunisia, promotes financial inclusion and reduces reliance on cash.

The latest Central Bank report shows a sharp rise in mobile payments and remote transactions in 2025, reflecting a gradual shift in consumer behaviour and growing confidence in digital solutions.

The FinTech sector also helps:

  • Facilitating access to financing for start‑ups
  • Supporting young entrepreneurs, especially in interior regions

Conditions for a successful transition

Ennaifer stresses that the success of this digital transformation depends on several key factors:

  1. Robust digital infrastructure
  2. Protection of personal data
  3. Strengthening digital literacy among citizens and public officials

Modernising the legislative framework is equally essential to secure electronic transactions and keep pace with technological evolution.

“Tunisia now has a major opportunity to rethink its development model through the full digitalisation of administration and financial services, enhancing efficiency, transparency, wealth creation, and job generation,” he added.
