Customs Amnesty Procedure: Clarifications from the General Directorate of Customs (DGD)

The General Directorate of Customs (DGD) has provided crucial clarifications regarding the customs amnesty procedure. Speaking on Mosaïque FM on Monday, DGD spokesperson Chokri Jabri confirmed that this exceptional measure applies to any person involved in a customs case, whether it is a contravention or a felony, already judged or pending litigation.

Conditions for Benefiting from the Amnesty

The DGD spokesperson detailed the conditions for benefiting from this favor, which vary depending on the nature of the case. For cases related to customs duties and taxes, the offender must pay the total amount of customs duties and taxes due. In return, they will benefit from a complete exemption from financial penalties.

Cases Involving Smuggling

Regarding cases related to smuggling, these files primarily concern the seizure of smuggled or undeclared goods, as well as the violation of export or import rules. The percentages to be paid are fixed as follows:

  • In the event of a real seizure: the offender must pay a fine equivalent to 10% of the value of the goods.
  • In the event of a fictitious seizure, this fine increases to 20% of the value of the goods. Once the required amount is paid, the beneficiary obtains the immediate cessation of proceedings and the definitive closure of their file.

Excluded Cases and Deadline

The spokesperson, however, emphasized a major restriction: the amnesty does not cover foreign exchange cases. It is strictly limited to customs cases registered before December 2024, excluding all new cases from 2025. Chokri Jabri strongly emphasized the deadline: the amnesty application must be submitted before the end of October 2025. He described this measure as an "exceptional opportunity" to regularize pending situations and reintegrate offenders into the legal economic circuit.
