Mohamed Guesmi Reveals Alarming Rate of Construction Waste Dumping
Mohamed Guesmi, General Director of the Center for Experimentation and Construction Techniques, revealed on Thursday, November 20, 2025, that approximately 8 million cubic meters of construction and demolition waste are being dumped anarchically on roads. This represents one-third of the quantity of raw materials used in building and road construction, according to a study conducted by the Ministry of Environment in 2018 and 2019.
Joint Program with the European Union
Guesmi explained, during his intervention on National Radio, that a joint program with the European Union has been underway since 2018 to build a model road using demolition and construction waste on National Road No. 3, in Ben Arous, over a length of 1.2 km. He added that state-of-the-art equipment will be installed on this road, including sensors to measure the effectiveness of the materials used. The works are expected to be completed by the end of 2026.
Target of 20% Waste Utilization in 2026
Guesmi indicated that the Ministry of Equipment and Housing, in coordination with the Ministry of Environment, has decided to use at least 20% of demolition and construction waste in road construction projects during the year 2026. He emphasized that this orientation will contribute to saving financial credits allocated to cleaning and will create opportunities for material valorization, labor emergence, and new businesses in the sector.
Project Objectives
Guesmi specified that the project's objectives include:
- Valorizing demolition and construction waste
- Creating a new specialty in the building market within a sustainable environmental framework
- Developing the construction sector within an evolved institutional framework
This initiative aims to address the significant environmental and economic challenges posed by construction waste, while promoting sustainable practices and innovation in the construction industry.
