Periodic Session of the Regional Road Safety Committee of Bizerte
The periodic session of the Regional Road Safety Committee of Bizerte, held this Wednesday at the governorate headquarters under the supervision of its president, Governor of Bizerte Salem Ben Yaacoub, was dedicated to examining ways to improve road safety in all areas of the region.
Main Discussions and Solutions
The participants notably addressed the necessary solutions to put an end to the problem of speed bumps (or "dos d'âne") installed in an anarchic manner on the governorate's road network, and the need to find new mechanisms to reduce speed, considered one of the main causes of road accidents in the region.
Action Plan
In this context, an action plan was developed to:
- Remove non-compliant and unauthorized speed bumps
- Strictly prohibit the anarchic installation of speed bumps on all numbered roads and municipal roads in the region
- Intensify controls and apply the law against offenders
Inventory and Verification of Speed Bumps
It was also agreed that the Local Road Safety Committees of each delegation (administrative sector) will have to inventory all speed bumps installed on numbered and municipal roads in their jurisdiction. They will have to verify their compliance with the required technical specifications, as defined in the joint decree of the Ministers of the Interior, Environment, Equipment, Housing, and Territorial Development dated September 11, 2017, relating to the approval of the conditions and rules for the installation of speed bumps on public roads.
Calendar for Removal of Anarchic Speed Bumps
A precise calendar for the removal of anarchic speed bumps will have to be established by the local committees, in coordination with the concerned services, including those of Equipment, municipalities, and security services. Additionally, the Technical Sub-Committee emanating from the Regional Road Safety Committee will carry out field visits to the different delegations to evaluate the progress of the implementation of these measures and the immediate removal of non-regulatory speed bumps.
Preventive Measures
The session, which was attended by all the heads of local committees (Delegates), representatives of municipal, security, administrative services, as well as concerned organizations and associations, also addressed the preventive measures to be implemented by the Committee and its local counterparts, including the limitation of sidewalk occupation and the application of laws related to motorcycles, as well as other interventions aimed at ensuring the fluidity and safety of traffic in the governorate.
