Adoption of 2026 Budget: Tunisian Parliament Approves Allocations for Missions and Special Missions
The Tunisian Parliament, in a joint plenary session with the National Council of Regions and Districts, adopted the budgets allocated to missions and special missions included in the 2026 finance bill on Saturday evening. This session was dedicated to examining the state budget.
First Stage of Voting
During the first stage of voting, members of the Assembly of the People's Representatives (ARP) adopted the 2026 finance bill, including the budgets of missions and special missions, as well as an article-by-article examination. This process was conducted in accordance with the provisions of Article 78 of the Constitution, Organic Law No. 15 of February 13, 2019, related to the finance law, Decree No. 1 of September 13, 2024, governing the relations between the ARP and the National Council of Regions and Districts, and the Parliament's internal regulations.
Adoption of Special Mission Budgets
The budgets for special missions were adopted with the following results:
- ARP: 94 votes for, 1 abstention, 6 against
- National Council of Regions and Districts: 89 votes for, 3 abstentions, 12 against
- Presidency of the Republic: 95 votes for, 3 abstentions, 8 against
- Presidency of the Government: 88 votes for, 6 abstentions, 12 against
Adoption of Ministry Budgets
The vote also covered the budgets of key ministries and institutions, including:
- Ministry of the Interior: 93 votes for, 2 abstentions, 8 against
- Ministry of Justice: 85 votes for, 4 abstentions, 14 against
- Ministry of Foreign Affairs, Migration, and Tunisians Abroad: 83 votes for, 6 abstentions, 15 against
- Ministry of National Defense: 91 votes for, 2 abstentions, 9 against
- Ministry of Religious Affairs: 85 votes for, 5 abstentions, 13 against
- Ministry of Finance: 82 votes for, 5 abstentions, 19 against
- Ministry of Economy and Planning: 78 votes for, 4 abstentions, 20 against
- Ministry of State Domains and Land Affairs: 87 votes for, 3 abstentions, 17 against
- Ministry of Agriculture, Water Resources, and Fisheries: 69 votes for, 7 abstentions, 31 against
Additional Ministry Budgets
Budgets for the following ministries were also adopted:
- Ministry of Industry, Mines, and Energy: 61 votes for, 11 abstentions, 34 against
- Ministry of Trade and Export Development: 71 votes for, 9 abstentions, 23 against
- Ministry of Communication Technologies: 87 votes for, 6 abstentions, 9 against
- Ministry of Tourism: 81 votes for, 6 abstentions, 15 against
- Ministry of Equipment and Housing: 77 votes for, 5 abstentions, 20 against
- Ministry of Environment: 63 votes for, 6 abstentions, 34 against
- Ministry of Transport: 67 votes for, 5 abstentions, 27 against
- Ministry of Cultural Affairs: 59 votes for, 11 abstentions, 32 against
- Ministry of Youth and Sports: 66 votes for, 11 abstentions, 26 against
Social and Educational Budgets
The deputies also validated the budgets for:
- Ministry of Family, Women, Children, and the Elderly: 80 votes for, 11 abstentions, 14 against
- Ministry of Health: 85 votes for, 6 abstentions, 11 against
- Ministry of Social Affairs: 74 votes for, 8 abstentions, 24 against
- Ministry of Education: 70 votes for, 9 abstentions, 25 against
- Ministry of Higher Education and Scientific Research: 80 votes for, 5 abstentions, 14 against
- Ministry of Employment and Professional Training: 74 votes for, 8 abstentions, 24 against
Higher Institution Budgets
The Parliament approved the credits for the special missions of higher institutions, including:
- Higher Council of Education and Teaching: 85 votes for, 9 abstentions, 11 against
- Provisional Higher Council of the Judiciary: 75 votes for, 11 abstentions, 19 against
- Court of Auditors: 85 votes for, 7 abstentions, 15 against
- Independent Higher Instance for Elections: 80 votes for, 9 abstentions, 17 against
- Budgets related to financing expenses and unforeseen expenses: 84 votes for, 5 abstentions, 12 against and 89 votes for, 7 abstentions, 9 against, respectively.

The joint plenary session will continue on Sunday, November 30, at 2:00 PM to examine and vote on the remaining articles of the 2026 finance bill by the members of the ARP.
