Plenary Session on the Sale of Social Housing through Rent-to-Own Scheme

A plenary session on the sale of social housing under the rent-to-own scheme will be held this Wednesday, February 11, at 10:00 a.m. at the Assembly of People's Representatives (ARP).

Agenda

The agenda includes the examination of the draft law completing the organic law of the National Real Estate Company of Tunisia (SNIT), approved by Law No. 19 of 1957 dated September 10, 1957 (No. 89/2025). This draft law stipulates that SNIT and its subsidiaries can sell social housing, financed by the resources of the Fund for the Promotion of Housing for Employees (FOPROLOS), to employees, either through installment payments or through rent-to-own contracts.

Examination of Another Draft Law

The session will also examine the draft law completing Law No. 53 of 1977 dated August 3, 1977, related to the creation of the Social Housing Promotion Company (SPROLS) (No. 90/2025). This draft law also provides for the addition of a single article authorizing the sale of social housing financed by FOPROLOS to employees, under the same modalities: sale through installment payments or through rent-to-own contracts.

What is the Rent-to-Own Scheme?

The rent-to-own scheme is a two-phase contractual mechanism. This modality includes a first rental phase followed by an obligatory transfer of ownership at the end of a well-determined rental period. The housing concerned by this formula is mainly that offered by SNIT and SPROLS. The payment is supported by FOPROLOS, allowing for advantageous credit conditions (reduced interest rates, payroll deductions).

Objective of the Scheme

This system aims to offer an alternative to direct sales for those who are unable to provide a significant and immediate personal contribution. The rent-to-own scheme is designed to provide a more accessible and affordable option for employees to own social housing.
