Adoption of Article 57 of the 2026 Finance Law

The People's Assembly of Deputies adopted, on Saturday, November 29, 2025, Article 57 of the finance law for the year 2026, related to the direct recruitment program for holders of higher education degrees who have been affected by prolonged unemployment in the public sector, with 126 votes in favor, 0 against, and 2 abstentions.

Key Provisions of the Article

The article provides that state budget credits for 2026 will be dedicated to the recruitment of the first batch of higher education graduates affected by unemployment in the public sector and the civil service, following the publication of regulatory texts related to exceptional provisions for the recruitment of higher education graduates in the civil service (No. 23/2023) and the monitoring of their implementation in accordance with Fundamental Law No. 15 of 2019 of February 13, 2019, particularly Article 21.

Implementation and Next Steps

These measures will be implemented by ministerial decree after their publication in the Official Journal of the Tunisian Republic, paving the way for the rapid integration of young graduates into the civil service.
