2026 to be the Year of Public Recruitment Resumption
The Minister of Finance, Michket Slama Khaldi, announced that 2026 will indeed be the year of resuming public recruitment. "Unlike previous years where recruits targeted specific bodies, 2026 will be marked by the resumption of public recruitment and the regularization of the situation of several bodies," she added during a joint plenary session of the ARP and CNRD dedicated to examining the budget of her department.
Public Recruitment
For the public recruitment aspect, the minister indicated that 51,878 positions will be opened for the year 2026.
Regularization of Certain Bodies
Regarding the regularization of certain bodies, the minister specified that this operation will concern:
- 12,942 construction workers
- 1,350 PhD holders
- 13,837 substitute teachers in primary and secondary education
- 1,066 physical education professors
This official orientation, combined with the increase in salaries, is in line with the role of the state in consolidating social justice, she argued.
Budget Deficit
While acknowledging the impact of these measures on the budget deficit, estimated at 6.4% according to the 2026 finance law project, the minister reassured that the relaunch of investment will help mitigate the effects.
Tax Revenue
Regarding state tax revenue, the Minister of Finance stated that the General Directorate of Taxes (DGI) collected nearly 5,498.4 million dinars (MD) by the end of October, including 1,274.3 MD collected directly.
She added that the Tax Directorate also established a file of individuals subject to the tax on immovable wealth without a tax identification number, indicating that this situation concerned 4,957 people in 2024, allowing for the recovery of revenue amounting to 555 MD.
Tax Enforcement Efforts
The minister also added that the tax directorate is continuing its efforts as part of a field investigation targeting 39,542 people until the end of September 2025. This operation, she revealed, resulted in the regularization of the situation of a large number of taxpayers, identifying others before proceeding to integrate them into the formal sector.
Fiscal Justice
While emphasizing that these efforts aim to consecrate fiscal justice, the Minister of Finance specified that the mechanisms implemented in the context of this field investigation prioritize an approach centered on awareness and information.
The minister also revealed that the number of tax identifiers created in 2025 reached 30,583, in addition to 4,843 identifiers recorded under the self-entrepreneur program.
Market Concessionaires
The minister also reported on the regularization of the situation of 115 market concessionaires who had activities until 2022 without having deposited the required declarations.
In the face of this situation, the minister emphasized that there is still much to be done to guarantee fiscal equity, calling for a true reconciliation between the tax administration and the taxpayer.
Public Enterprises
Regarding the file of public enterprises, the Minister of Finance specified that support measures have been taken in favor of these structures within the framework of previous budgets as well as the 2026 budget.
She affirmed that certain public enterprises are on the path to recovery, while others are still in difficulty, ruling out any possibility of their sale.
Returning to the reasons for this situation, the minister pointed to structural problems related to prices and employability, emphasizing that the government presidency is making efforts to examine this file in depth within the framework of a global strategic vision.
