Adoption of Exceptional Measures for Social Solidarity Contribution

The Assembly of People's Representatives adopted, on Thursday evening, December 4, 2025, during the final plenary session dedicated to examining the 2026 Finance Law project, exceptional provisions related to the social solidarity contribution. This aims to strengthen the resources of social security funds and ensure the continuity of their services.

According to Finance Minister, Michkat Slama, the adoption of these measures will prevent any recourse to a reduction in salaries.

Key Provisions

The adopted article provides for:

  • A withholding of 0.5% on the income of natural persons throughout 2026
  • A contribution of 3% on the profits of companies

The text was approved by 95 deputies, while 2 voted against and 8 abstained.

Temporary Measure and Call for Reform

The President of the Finance Committee emphasized the temporary nature of this measure, strictly limited to the year 2026. He also called on the Ministry of Social Affairs to submit a comprehensive reform project for social security funds and to publish their financial statements for greater transparency.
