Economic and Social Development Models: A Path to Shared Prosperity

Economic and social development models have always been considered drivers of wealth creation and development that benefit all citizens, and are essential for valuing and preserving resources for current and future generations. The concept of development is also a collective journey towards a shared future and social and economic change.

A New Development Plan for 2026-2030

The result of a broad consultation process and established through a participative, global, and integrated approach, the new development plan for 2026-2030 is designed with a realistic yet ambitious approach, taking into account the rapid and significant changes in our society and the economic, social, technological, and environmental mutations underway at the international level. It proposes a new development framework aimed at addressing the fragilities caused by the mutations that have marked Tunisia's socio-economic context over the past decade and the new challenges that have resulted from them.

A Bottom-Up Approach to Development

For the first time, this plan is based on a bottom-up and participative approach, starting from the local level to the national level, in order to promote economic and social integration, create a favorable investment climate, and break with past policies that have led to social, economic, environmental, and institutional imbalances. For months, stakeholders have focused on evaluating the steps taken in the design of the new development plan for 2026-2030, taking stock of strategic choices and future orientations, with confidence and objectivity.

Accelerating Development and Reform

The primary goal of this project is to accelerate the pace of development plan implementation and deepen the scope of reforms, and definitively break with practices and behaviors that have hindered its implementation so far.

A New Stage of Development

Tunisia has the capacity to reach a new stage of development today. To define the choices that will underpin the new development model, it is essential to address the gaps and weaknesses of old development models, which have been the source of certain shortcomings that the country has suffered from for years, particularly in terms of investment, growth, and employment, equal opportunities, social equity, and regional development.

Overcoming Past Limitations

Old development plans were confronted with structural, economic, and social limitations. These limitations, whether related to internal or external factors, have often prevented the achievement of set objectives. Tunisia has implemented several development plans that have not yet allowed it to effectively achieve all the expected objectives, including the most pressing ones, such as improving living conditions for the population and reducing disparities between regions.

A New Plan for a Better Future

The orientations of the new development plan, recently presented by the executive during a council of ministers, must put an end to the various dysfunctions and shortcomings of old development models. It should respond to the urgent social and economic needs of our country. While it will not be a miracle solution to the identified dysfunctions, it will be a concrete path to change and a forward-looking approach.

Redefining Regional Development Strategies

At the heart of the major concerns of the new development plan is the redefinition of regional development strategies, emphasizing the role of territories as drivers of wealth creation. Despite remarkable growth and notable progress in several sectors, regional inequalities, unemployment, dependence on external factors, and low social inclusion remain major challenges.

A New Framework for Growth

This plan aims to integrate a new growth framework based on participative management involving all concerned actors, emphasizing the valorization of human capital and the strengthening of existing competitive advantages. It also aims to establish more effective public governance. To improve the effectiveness of future development models, Tunisia must present a more equitable and inclusive long-term strategic vision.

Prioritizing Social and Regional Equality

It is necessary to integrate regions, support small and medium-sized enterprises, invest in training and education, and also support sectors that create added value. Combating social and regional inequalities must become a priority. It is also essential to establish a culture of control, monitoring, and evaluation of public policies. In this sense, the government has placed social justice and the reduction of regional inequalities at the center of the Development Plan 2026-2030.
